Couldn't agree more... Certainly most of the professional graphic designers (there are exceptions though) would never accept to submit work for free.

Reminds me of the recent Olympic Air logo redesign contest, we had in Greece last June. Despite the fact that after reading the terms of that contest, no sane logo designer would be expected to submit an entry (e.g. submitted works would become property of Olympic Air for 5 years, regardless whether they would be used by the company or not and the designer would have no right to display the submitted work into his/her portfolio for these 5 years). Guess what? Over 300 works were submitted by professional designers(it was required to be a professional graphic designer to enter) to that contest.

A public recommendation our Association made against submitting work to that contest, received strong criticism from many professional graphic designers, until the contest results were announced. It was sad to have all these same guys, publicly apologising for their criticism against the Association, admitting it was a terrible mistake to send anything to that contest.

You see, graphic designers shoveling a little more dirt over the grave of professional graphic design is a global phenomenon... and regrets are expressed only when it's already TOO late for everyone.
